Pointing out the strategic importance of purchasing activities for businesses in global competition arena, Logistics and Purchasing Coordinator Mesut Akbas highlights that they achieved a 15% savings in 2010 by employing their expertise and experience.
Can you tell us about the structuring of the Purchasing Team within the organization and their evolution during this process?
Mesut AKBAS: We are a team of 15 in the Logistics and Purchasing Coordination Department. We operate with eight Purchasing Specialists, a Senior Stock Control and Reporting Specialist, two Stock Control and Reporting Specialists, a Senior Contracts Specialist and two Drivers. We are also in coordination with teams working in purchasing departments at the other airports that we operate and construct, providing them with the support required. Beginning work at commencement of the Istanbul Atatürk Airport construction, our department has also undertaken the responsibility of monitoring and coordination of contract and insurance services of all companies within TAV Airports Holding and its subsidiaries, in addition to purchasing processes in parallel with the growth of our company and consequent budget increases.
Could you tell us about your activities and goals?
Mesut AKBAS: We are involved in all stages of material and service supply as well as purchasing for TAV Airports Holding, TAV Istanbul, TAV Operation Services, TAV IT and all construction business units operating under the TAV Group or independently. We are responsible for the supply of technically specified right material from the right source at the right time, as well as at right costs by sourcing the right suppliers. These five “rights” are indispensible in all the activities we carry out.
Large scale procurement and monitoring of related signed contracts of all our operations, particularly TAV Esenboga and TAV Izmir, are carried out by us. In addition, we also handle all types of insurance policy transaction services required by all TAV Airports Holding companies.
Our main goals are to protect our company’s corporate interests, look out for the rights of our suppliers and companies from whom we get service, as well as taking our corporate reputation to the highest level.

Logistics and Purchasing Coordinator
Beginning his career as the Chief of the Purchasing Department within Akfen in 1992, Akbas has worked on the Bursa City Natural Gas Transformation Project, Izmir Emlak Bank Mavisehir Residential Premises Project, Isparta DHMI Apron and Runway Construction Project, Igdas Gaziosmanpasa Natural Gas and Transformation Project and Istanbul Halkali Housing Estate 2nd Stage Infrastructure Works Project. Akbas joined the TAV family in 1997 and been working as the Logistics and Purchasing Coordinator since 2011.
Could you give an example of the quantifiable added value of the job you are doing?
Mesut AKBAS: By the end of 2010, we achieved a 15% savings through the negotiation techniques that our team implemented.
This year our team received 12,720 requisitions from TAV Airports Holding, TAV Istanbul Terminal Operations, TAV Operations Services, TAV IT and other related units. These requisitions were reviewed by our team and a total of 16,308 items and services were supplied. In addition, 6,615 demands were also evaluated as part of the investments made in the Istanbul Atatürk Airport Terminal by Construction Group center units, and a total of 7,240 items of material and service were supplied.
Could you tell us about your job share as a team?
Mesut AKBAS: Areas of responsibilities of the team members within the Logistics and Purchasing Coordination Department are clearly defined based on individual expertise. We place great emphasis that procurement of materials and services related to construction and repair are carried out by a Civil Engineer(s). Similarly, procurement of Electrical and Electronic material and services to be handled by an Electrical Engineer(s) and material and services related to Mechanical Installations and Systems to be dealt with a Mechanical Engineer(s) are carried out. In same respect, other team members also consist of individuals who are educated and specialized in their own area of responsibility. Although the requisitions are distributed based on the area of expertise as much as possible during task sharing, we also distribute the demands received for different areas to team members in order to maintain self-development and flexibility within the team. Such task sharing also brings out the importance of cooperation and working as a team.
For instance, a team member has the skill and competence to handle the sourcing and purchasing of construction materials for our terminal in Istanbul while doing research for the procurement of furniture for an airport abroad at the same time. A team member may be giving information to another team member who would be handling a similar job to the one he/she has done previously about the processes he/she has gone through in respect of purchasing. In our department communication is strong to the extent that, no matter what task is given to whom, all necessary information is provided to that person by his/her colleagues when needed and the process is completed in a very short time.
Our colleagues abroad know the areas of expertise of each team member here, so they are also aware that we will give the necessary reply to them as soon as possible and provide them with accurate guidance concerning their needs.
What are the key points in purchasing? In which areas should a good purchasing agent develop him/herself?
Mesut AKBAS: Purchasing activities have a strategic importance for businesses in global competition arena. Local and international teams of buyers are constantly in interaction with each other, from the stage of market research and sourcing suppliers to negotiation.
A good buyer is always in close communication with all departments and the sector they are dealing with. As the members of this department, we explain this situation of conducting several affairs simultaneously with the term “Hürmüz, with seven husbands” as in the famous play. Purchasing specialists must develop themselves consistently in areas such as communication with managers within and outside the organization, handling suppliers, technical information, negotiation tactics and strategies, and support for production processes.

What are the priority issues for your Department in the near term?
Mesut AKBAS: Supply of material and services in relation to 2011, investments for Istanbul Atatürk Airport Terminal and those made by BTA, monitoring of the procurement of materials and services required for the Skopje Terminal, which is now in operation following the completion of its construction: these are among the hot points in our agenda with respect to projects scheduled in the coming period.

Joining the TAV family in 1999, Ozis later graduated from the Kadir Has University Business Administration Faculty Accounting Department in 2003 and has been working as the Senior Stock Control and Reporting Specialist since 2008
Can we have your team members' views on the future from TAV's perspective?
Dilvin TATLISU OZIS: I am working focused on the airports we operate in Turkey. My responsibilities include carrying out work in coordination with Accounting Departments within all our companies, issuing stock cards, recognition of invoices, supervising payments, preparation of monthly reports, as well as carrying out all processes of TAV Construction manually. It makes me happy to transfer and share the 12 years of experience I have gained at Istanbul Atatürk Airport, which is one of the busiest airports in the world, with my colleagues.
I believe that one of the most important values we have gained through the vision of TAV is to develop ourselves at every opportunity. Today, when particularly the aviation sector is growing so fast, working in a corporation such as TAV, which is now a recognized brand not only nationwide but globally, makes me to look forward to the future in a very hopeful way.

After graduating from the Sakarya University Engineering Faculty, Civil Engineering Department in 2004, Hamza worked as a Site and Progress Payments Planning Engineer in a construction company during 2005. She has been as a TAV Airports Holding Purchasing Specialist since 2008.
Esin HAMZA: I handle the supply of all material and services required by TAV Airports Holding, TAV Istanbul, TAV Operations Services, TAV IT and TAV Construction business units. Although I mainly deal with purchasing in relation to construction due to my civil engineering background, I am also actively involved in purchasing in relation to other areas. I believe that this will make a large contribution in achieving my goals.
I think that the experience of working with such valuable and supportive managers and colleagues within TAV- one of the leading corporations in the aviation industry throughout world- is my biggest gain for the future.
